The Challenge

The Government of Sindh supervises a Divisional, District, and Sub-District administrative apparatus. The Chief Secretary (CS) and their Commissioners had field operations silos. Reporting was repetitive, lagged, and existed on paper, WhatsApp, or beyond, and had too many hands in the process. It was virtually impossible to hold data-driven, accountable decision-making during emergencies without a central repository to gauge in real-time attendance, case progress, or crucial and blind field inspections (Health, Education, Price Control).

The Solution

TekScrum created the DC Portal, one of the most digitally integrated ecosystems connecting all top levels of administration via a Web Portal (for Headquarters observation) and a Mobile Application (for Mobile field reporting).

  • Executive Command Dashboard: Real-time web UI with summary cards (Price Control, Polio Campaign, Land Revenue) and visual graphs to compare District and Division performance.
  • Hierarchical Role Management (RBAC): Government-style access: Chief Secretary (full), Commissioners (Division-only), ACs (field-level data).
  • Evidence-Based Field Reporting: Mobile inspections require real-time photos with Geolocation Tags to eliminate ghost reports.
  • Accountability Suite: Officer Location Tracking checks In-Station/Out-of-Station status, and the Complaint Manager escalates pending inquiries.

The Results

  • Increased Transparency: The integration of GPS-verified documentation and required photo submissions have greatly decreased the incidence of false reporting and preserved the integrity of the data for the Health and Education inspections.
  • Real-Time Decision Making: Data flows instantly from the AC’s mobile phone in the field to the Chief Secretary’s screen, eliminating the lag of weekly paper reports.
  • Institutional Memory: The portal acts as a permanent digital archive. Data regarding court cases, land revenue, and Khuli Kachehri hearings remains tied to the district post, ensuring continuity even when officers are transferred.

The DC Portal has provided us with real-time visibility. For the very first time, we have the ability to evaluate the performance of every District and Sub-Division as it happens. The capability of monitoring officers in real time, and tracking the complaints due, has brought the administration to a new level of accountability.

Ongoing Support

TekScrum is responsible for managing the cloud infrastructure and security for the DC Portal. We have just implemented the Sub-Division Drill-down update which enables leadership to assess performance at more detailed levels and have also added the Rain/Emergency Reporting module to manage disaster response data.
