Project Goal

The goal of the SWGP Digital Platform project was to build a digital system that modernizes how agricultural services and data are managed for the Sindh government and farming community. The platform was designed to digitize core processes such as farmer identification, land and crop records, and service delivery using tools like biometrics, GPS-enabled mobile apps, and AI-powered dashboards. The intention was to reduce fraud, improve transparency, and give farmers, administrators, and policymakers reliable access to agricultural information and services in real time. The goal included making agricultural support more efficient, cutting down on manual paperwork, and providing a foundation for data-driven planning and decision making in Sindh’s agriculture sector.

The Challenge

The Sindh Wheat Growers Program (SWGP) main governance issue was how to identify legitimate farmers to subsidize while avoiding subsidy scam claimants. The current system, which was manual, paper-based, slow, error-prone, and opaque. The Government needs a financial inclusion solution with a huge scope, strict cut off (Form VII Land Records), and remote/poor internet access, while also monitoring the disbursement process in real time.

The Solution

TekScrum engineered a 4-pillar stable atmosphere designed for speed, duty, and records integrity.

  • Offline-First Field Assistant App: We built a robust Android application for on-ground data collection. Recognizing the connectivity challenges in rural Sindh, the app features an Offline-First architecture, allowing Field Assistants to capture CNIC data, Form VII photos, and GPS coordinates without internet, auto-syncing securely once online.
  • The Mukhtiarkar Verification Gatekeeper: In order to enhance accountability, we built a separate revenue officials app with a strong focus on security. This app incorporates 2-Step Verification (OTP) and Geo-fencing. Thus, officials can access high resolution geo-referenced land records and use One-Tap to verify or reject claims. This feature created an indelible digital audit trail for each action taken.
  • AI-Powered Command Center: We have integrated an AI Insight Engine into our Central Analytics Dashboard and replaced the static reports. Now leadership can input questions in natural language (e.g. Which district has the highest DAP price?) and receive instant visualizations. Added features to the dashboard are GIS Mapping and Sowing Verification funnels to identify clustering anomalies.
  • Integrating Market Intelligence with Banks: The software tracks the pricing and usage of DAP brands (FFC, Engro) across different districts and also combines and analyzes market data, in addition to subsidies. A secure API integration with Sindh Bank allows direct payments and removes intermediaries.

The Results

  • Data-Driven Governance: Transformed agricultural policymaking through developing a proven dataset of energetic growers, crop yields, and fertilizer market proportion.
  • Fraud Elimination: The combination of mandatory GPS stamping, live-capture photo enforcement (no gallery uploads), and 2FA verification virtually eliminated ghost farmer claims.
  • Operational Efficiency: Increased efficiency for subsidy processing time from weeks to real-time digital approvals with a Verification Funnel that enables leadership to pinpoint bottlenecks in real-time.
